Student Advocate Fights for Puppy Mill Reform in Pennsylvania

Meet Nehee Saraiya, a passionate 14-year-old student advocate who is using her voice to stand up for animals in need. For a recent school project, Nehee researched and authored a compelling legislative proposal aimed at ending puppy mills in Pennsylvania. With support from her family and educators—and fueled by her love for dogs—she drafted House Bill 11: Puppy Mill Pipelines Illegal in Pennsylvania, which outlines specific actions to ban the commercial sale of animals from inhumane breeding operations.

“Hello! My name is Nehee Saraiya and I am 14 years old. I chose to do puppy mills as a project because of how cruel and inhumane they are. Being an individual who loves dogs, I could absolutely not tolerate this and knew I needed to speak out and spread awareness. Thank you!”

Nehee’s project includes a detailed multi-page bill proposal and a presentation deck that clearly breaks down the problem, outlines the proposed law, identifies associated costs, and demonstrates the benefits such legislation could bring to our state. It’s a powerful example of youth leadership and compassion in action.
